The instructions of the Arab International Conference to ensure the quality of higher education issued in accordance with the provisions of the text of Article (2) of the basic system of the Council for Quality Assurance and Accreditation, which is based on the text of item (5/b) of paragraph (1) of Article (7) of the basic system of the Association of Arab Universities

Chapter One - Name and Headquarters
Article (1): These instructions are called “Instructions of the Arab International Conference for Quality Assurance of Higher Education for the year 2018” emanating from the Council for Quality Assurance and Accreditation.
Article (2): The Arab universities form among themselves the Union of Arab Universities, and a body called the Arab Council for Quality Assurance and Accreditation emerges from this council, and from this council a body affiliated to it emerges called the “Arab International Conference for Quality Assurance of Higher Education.” This conference is held annually in one of the Arab universities.
Article (3): The conference shall have a general secretariat, and it shall be based at Zarqa University in the city of Zarqa in the Hashemite Kingdom of Jordan.


Chapter Two - Definitions
Article (4): The following terms, wherever mentioned in these instructions, shall have the meanings indicated opposite each of them, unless the context indicates otherwise:
The General Secretariat: The General Secretariat of the Arab International Conference for Quality Assurance of Higher Education.
Secretary-General: Secretary-General of the Arab International Conference on Quality Assurance of Higher Education.
The International Arab Conference on Quality Assurance in Higher Education (IACQA). The International Arab Conference on Quality Assurance in Higher Education.

Organizing Committee: The Conference Organizing Committee (Steering Committee).
Preparatory Committee: The preparatory committee that supervises the preparation of the conference at the host university.
Scientific Committee: The International Arbitration Committee for the arbitration of research submitted to the conference.
Supporters: Universities, bodies, institutions, companies and research centers that support the conference.
Host University: Zarqa University, which hosts the headquarters of the General Secretariat.
Host University: The university in whose precincts the conference is hosted.


Chapter Three - Objectives of the Conference
Article (5): The conference aims to:
A- Highlighting the importance of ensuring the quality of higher education, and its impact on the development and advancement of Arab universities.
b- Encouraging scientific research and joint research and exchanging its results related to quality assurance.
C- Organizing specialized seminars and workshops to serve the higher education quality sector.
D - Strengthening cooperation between universities, bodies, institutions and research centers in Arab countries and other countries in the field of quality assurance of higher education.
E - Attracting competencies and expertise from outside the Arab world to benefit from their capabilities and learn about new developments in the field of higher education quality assurance.
F- Issuing bulletins and specialized magazines related to ensuring the quality of higher education.

Chapter Four - The General Secretariat
Article (6): The host university embraces the General Secretariat and provides an appropriate headquarters for it. The General Secretariat has a legal personality that is administratively and financially independent.
Article (7): The General Secretariat is composed of:
Secretary-General.
Deputy Secretary-General.
General Secretariat Council.
Secretariat of the General Secretariat.

Article (8): The General Secretariat Council is formed from the Secretary-General and his deputy, in addition to four members chosen by the Secretary-General annually, and in coordination with the Secretary-General of the Universities Union.
Article (9): The president of the host university is the general secretary.
Article (10):The Secretary General selects the Deputy Secretary General of the host university.
Article (11): The responsibilities and authorities of the secretariat shall be defined as follows:
A- Sponsoring the conference to ensure its permanence and periodicity, and seeking to expand its umbrella by communicating with Arab universities, research centers, and quality assurance institutions in Arab countries and their bodies.
b- Addressing member universities about the convening of the next conference, receiving requests to host it, and making recommendations to the organizing committee; Determining the host university for the next conference.
C- Coordinating all administrative and scientific procedures of the conference with the preparatory committee at the host university in order to make the conference a success.
D- Managing the conference website and updating it on the Internet, in coordination with the organizing and preparatory committees.
e- Updating the list of the Scientific Committee; To arbitrate research each year, within the general foundations set by the organizing committee.
f- Issuing the necessary publications to serve the objectives of the conference.
G- Supervising the scientific aspect of the conference, by supervising the arbitration of scientific research, in coordination with the host of the conference, using the electronic system for managing scientific conferences, IACQA OPEN Conference.
h- Coordination with unions and institutions related to Arab universities, research centers and quality assurance institutions, especially the Union of Arab Scientific Research Councils, the Association of Private Higher Education Institutions in the Arab World, and associations of corresponding scientific colleges of the association emanating from the Association of Arab Universities, and accreditation bodies in Arab countries. and the Arab Network for Quality Assurance.
I- Preparing the annual administrative and financial report.

Chapter Five - Organizing Committee
Article (12): The Steering Committee is formed annually from:
General Secretary/President of the Conference.
Assistant Secretary-General of the Association of Arab Universities.
Deputy Secretary-General.
Six representatives from six Arab universities, one of whom should be from the host university.
Three members of the faculty work at the host university.

Article (13): Organizing Committee Meetings:
A. The Organizing Committee shall hold at least two ordinary meetings each year, one at the host university, and the other in the premises of the host university on the sidelines of the conference.

Article (14): The responsibilities and powers of the organizing committee are determined by the following:
A- Setting the general policies of the conference, in line with the mission and objectives of the Federation of Arab Universities.
B - Determine the host university for the next conference.
C- Approval of the administrative and financial report prepared by the General Secretariat.
D - Introducing the conference and working to raise its level.
E- Determining a title for the conference, its themes, its activities, and its program.
F- Proposing the scientific personalities of the conference (main speakers, chairpersons and rapporteurs).
G- Determining the participation fees in the conference.

Chapter Six - Preparatory Committee
Article (15): The preparatory committee for the conference is formed annually from:
The president of the host university / president.
Deputy Secretary-General .
Five experts, chosen by the president of the host university, and one of them will be a reporter for the committee.

Article (16): The responsibilities and powers of the Preparatory Committee are as follows:
A- Preparing the Brochure for the conference, supervising its printing, and preparing the conference program in both Arabic and English.
B - Preparing a special form for evaluating scientific papers.
C- Receiving the submitted working papers, studying them, evaluating them initially, selecting the appropriate ones and sending them to the arbitration committee.
D - Organizing the scientific activities accompanying the conference, such as discussion panels and workshops.
E- Planning and preparing for the opening and closing ceremony.
F- In coordination with the host university, prepare and process all publications and conference bags.
g- Preparing and drafting the final report of the conference and recommendations, and submitting them to the organizing committee.
H- Processing shields, gifts, participation certificates, certificates of appreciation, thanks, and invitation cards in coordination with the host university.

Chapter Seven - Scientific Committee for Research Arbitration
Article (17): The General Secretariat shall form a committee to arbitrate the research submitted to the conference with specialists and experience in the field of quality assurance of higher education in Arab and foreign universities and relevant institutions and bodies. The arbitration committee shall be reviewed by the General Secretariat and the conference organizing committee in cooperation with the university The host, so that the ineffective arbitrators are removed, and replaced with new arbitrators with experience, taking into account the coverage of various fields, and the geographical representation of Arab universities as possible.

Chapter Eight - Hosting the Conference
Article (18): The conference is held annually in one of the member Arab universities, taking into account the movement of its holding between the different Arab countries.
Article 19: The university that wishes to host the conference shall submit an official request to the General Secretariat at least one year before the meeting, indicating its desire to host.
Article (20): If none of the universities submits a request to host the conference, the conference will be held at the host university.
Article (21): The responsibilities of the university on which it is decided to host the conference shall be determined by the following:
A- Coordination with the General Secretariat in order to make the conference a success.
B- Coordinating with the General Secretariat to form the Preparatory Committee and any other committees necessary to follow up on all matters of the conference.
C- Addressing Arab universities and accreditation bodies to participate in the conference proceedings.
d- Issuing the necessary publications, bulletins, and press news before and during the conference, and issuing a paper and CD format for the conference proceedings.
E- Supervising the organization and progress of the conference.
f- Periodically provide the General Secretariat with the necessary information to update the conference's website.
g- Pay the living expenses of the members of the organizing committee during the period of the conference, in addition to exempting them from the conference fees.
H- Hosting the meetings of the Organizing Committee on the sidelines of the conference.
i- Providing the General Secretariat with all scientific and media publications related to the conference, as well as a copy of a set of video tapes recorded during the conference, a copy of the official photographs of the conference, and any other materials.

Chapter Nine - Financial Resources of the General Secretariat
Article 22: The resources of the General Secretariat shall consist of:
A- The support provided by the host university that hosts the headquarters of the General Secretariat.
B - The support provided by the Federation of Arab Universities.
C- Support provided by other supporting bodies.
D- Grants and gifts are accepted by the General Secretariat in a way that does not conflict with its objectives.
E- Any other financial resources that do not conflict with the regulations of the Association of Arab Universities.

Chapter Ten - General Provisions
Article 23: The General Secretariat may add to the conference’s instructions any amendment that is consistent with the terms of reference of the General Secretariat and the Conference, with the approval of two-thirds of the members, by a prior written proposal from the General Secretariat, or any member of the Organizing Committee, and include it in its work items, and it is submitted to the Council Arab Quality Assurance and Accreditation for approval.
Article (24): The provisions of the basic system of the Federation of Arab Universities are approved and applied, where no text is provided in these instructions.
Article (25):
a. The General Secretariat shall be dissolved by a decision taken by the Organizing Committee with the approval of two thirds of the members, and its transferred assets shall be transferred to the Federation of Arab Universities.
B. Other headquarters assets will be transferred to the host university.
